About Us | Jim Reid

Jim Reid has 30 years' experience in open systems and IP-based networking in a variety of environments including academia, large corporations, mission-critical infrastructure, not-for-profit industry associations, small companies, top-level domain name registries, and start-ups. He has been a freelance consultant specialising in core Internet technologies and governance issues since founding his consulting firm 25 years ago.

Mr. Reid has been a prominent and active member of the RIPE community for over 20 years. He was co-chair of the RIPE DNS Working group for 15 years and stood down at the end of 2016. He was the founding chair of RIPE's IoT Working Group and its now dormant ENUM Working Group. His three year term on the Executive Board of the RIPE NCC which ended in 2008.

In partnership with Interisle, Mr. Reid's consulting firm carried out studies on IPv4 and IPv6 address usage in the UK for the UK telecommunications regulator Ofcom in 2014, 2017 and 2020. Large sections of the 2014 study were included in Ofcom's annual report.

Jim was an adviser to the UK government's Department of Business, Industry and Skills on Internet technologies and telephony convergence. In 2008 he wrote the "Policy, Business, Technical and Operational Considerations for the Operation of a ccTLD Registry" report for the ITU's Development Sector. Mr. Reid advised the ITU and the Transitional Federal Government of Somalia on the formation and operation of the .so ccTLD registry. In partnership with Eva Frölich, he conducted an audit of the governance structure, policies, and technical operations of the Irish ccTLD registry on behalf of the Irish regulator ComReg. He has worked for the Omani regulator TRA-OM to conduct an IXP feasibility study and to review proposed network availability/security regulations. In 2014-15 he carried out a confidential study on DNS as Critical National Infrastructure for the UK government's Cabinet Office. Mr. Reid was a member of the Interisle team which carried out the 2017-18 review of RSSAC, ICANN's Root Server System Advisory Committee.

Mr. Reid has participated in the ITU-T for many years. Since 2017 he has closely followed the attempts to promote DOA in SG20 and New IP in FG-Net2030, SG11, and SG13. He works with key elements of the ITU membership — governments, regulators, RIRs, ISOC, ICANN, and GSMA — to co-ordinate appropriate multistakeholder responses to these efforts.

He has been active in the IETF for over 20 years and regularly attends IETF meetings. Between 2017-2020 Jim served a four year term as the IETF Liaison to ICANN's Root Zone Evolution Review Committee (RZERC). Between 2017-2020 Jim served a four year term as the IETF Liaison to ICANN's Root Zone Evolution Review Committee (RZERC). He has been an RSTEP panellist since 2014, advising the ICANN board about changes to gTLD registry contracts. Jim advises the UK government about Internet standards development at the IETF and their interactions with work taking place at other SDOs such as ITU-T, ETSI, and 3GPP.
